Tricky question. Actually, we really only call frozen water ‘ice’. When we have solid forms of other liquids, we call them different things. Solid carbon dioxide (the gas given out by plants) is called ‘dry ice’.

When water goes from being a liquid to a solid the molecules rearrange into a super ordered grid-like pattern. Depending on how much air is trapped inside the solid ice the ice looks idfferent colours. There are lots of different ways the water molecules can arrange, and we call these different ‘phases’ of ice.

The honest answer is only frozen water is ice!
